Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Financial Control Department

Manager (Accounting and Financial Reporting)

We are looking for high-calibre individuals to join the Financial Control Department for serving the HKMC Group.

 

Job Descriptions
  • Support accounting for different products of the Corporation and its subsidiaries;
  • Assist month-end closing works and perform reconciliations between accounting system and business systems as well as bank reconciliations;
  • Support preparation of financial statements of the company and its subsidiaries;
  • Participate in the design, testing and implementation of system automation for new products and new accounting standards; and
  • Support external audits and any ad hoc duties as assigned.

 

Requirements
  • Degree holder in Accounting, Finance or a related discipline with recognised professional qualification;

Information Technology Department

Senior Associate (Cybersecurity and Network)

We are looking for high-calibre individuals to join the Information Technology Department for serving the HKMC Group.

 

Job Descriptions
  • Provide first line technical support on cybersecurity and network infrastructure issues;

  • Implement and support cybersecurity solutions and tools to protect against latest security threats;
  • Administrate and support networking infrastructure among multiple offices;
  • Fulfil user requests in priority and follow up support cases in timely manner;
  • Liaise with external vendor to manage the SIEM and SOC services;
  • Investigate and cybersecurity alerts and perform mitigation measures to contain the threats;

Requirements

  • Holder of recognised cybersecurity and networking certificates (e.g. CCNP, CISSP, CISM, etc.) will be an advantage;

Infrastructure Financing and Securitisation

Senior Investment Officer (Portfolio and Risk Management)

HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) since 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following opening in our IFS Division.

 

Job Descriptions
  • Assist to drive the development and implementation of the risk management framework in commensuration with the market positioning, business targets, and the scale and pace of business participation contemplated by the HKMC;
  • Take charge in evaluating credit proposals, conducting due diligence and providing inputs and advice to the investment team and senior management, as an integral part of the deal process;
  • Undertake responsibilities over the loan portfolio including periodic monitoring and reporting, early actions on credit deterioration, and stress tests;
  • Organise and assist in investment committee meetings and processes; and
  • Conduct ad hoc research or studies relevant to the development of the business portfolio from a risk governance perspective.

 

Requirements
  • Degree holder, preferably in Risk Management or Finance-related disciplines;
  • At least 8 years' experience in renowned institutional banks, institutional investors or advisory firms in one or more of the following disciplines: project advisory or financing; corporate lending or restructuring; risk management; or related discipline in infrastructure financing or investment;
  • Experience in credit assessment is a must;
  • Experience and knowledge in securitisation and risk goverance would be an advantage;
  • Strong analytical and excellent stakeholder engagement skills.  Ability in handling complex transaction structure and documentation is preferred;
  • Excellent communication and presentation capabilities; and
  • High proficiency in English and Chinese.  Fluency in Putonghua or other languages is an advantage.

Placement Trainee (Infrastructure Financing and Securitisation)

We are looking for high-calibre individuals to join the Infrastructure Financing and Securitisation (IFS) Division for serving the HKMC Group. On a full-time basis, the candidate will have the opportunity to acquire valuable on-the-job exposure to various IFS functions, as well as training and learning opportunities for the career development in the IFS field.

 

Job Descriptions
  • Support the loan administration function of the IFS Division. Detailed scope of the job will include, among others:
  • Support data submission into the loan system;
  • Assist in loan administration matters at transaction closing;
  • Support system development of the loan system;
  • Conduct information research as and when required;
  • Assist in ad hoc assignments as required; and
  • Support portfolio management, securitisation and other functions within IFS.

 

Requirements

Legal Office

Senior Manager (Compliance)

We are looking for a high-calibre individual to join the compliance team under the Legal Office to serve the HKMC Group.

 

Job Descriptions
  • Assist in managing the implementation of the compliance programme (including compliance risk identification and monitoring, compliance audit, compliance training and testing, compliance reporting and other compliance-related matters) across the business lines of the HKMC Group;
  • Support the implementation of the Environmental, Social and Goverence (ESG) strategy of the HKMC Group including the management of ESG data and ESG reporting;
  • Assist in carrying out compliance screening, due diligence and clearance of infrastructure financing projects;
  • Maintain a robust compliance framework in compliance with regulatory and internal compliance requirements, including policies and procedures, control and monitoring measures, customer data and privacy;
  • Assist in using subscribed databases in conducting anti-money laundering / counter-terrorist / sanctions screening;

Requirements
  • Tertiary level qualification in compliance, law, ESG matters or accounting preferred;
  • A minimum of 7 years' relevant experience gained in major financial institutions in particular, insurance companies, major corporations, law firms, accounting firms or in-house legal, compliance or ESG departments or teams of major organisations;
  • Experiece, training and skills in ESG data management and ESG reporting will be useful;
  • Attention to detail, transaction management ability, a high degree of accuracy and ability to work independently;
  • Excellent communication skills and good knowledge of MS Office (including Chinese word-processing); and
  • Good command of written and spoken English and Chinese.

Senior Manager (Strategic Treasury Research and Development)

Job Descriptions
  • Conduct macroeconomic and market researches regularly to facilitate strategy formulation and keep up-to-date market developments;
  • Conduct business market strategic analysis regularly, produce insights and recommendations to support decision-making for Asset-Liability Management Committee (ALCO) and Treasury;
  • Support overall corporate strategy and new initiatives.  Co-develop strategies for different Treasury team and departments;

Manager (Compliance)

We are looking for high-calibre individuals to join the compliance team to serve the HKMC Group. The individuals will be appointed directly by HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of the Hong Kong Mortgage Corporation Limited.

 

Job Descriptions
  • Assist in implementation of the compliance programme (including compliance risk identification and monitoring, compliance audit, compliance reporting and other compliance-related matters) across the business lines;
  • Assist in maintaining a robust compliance framework in compliance with the Insurance Ordinance and other regulatory requirements, including policies and procedures, control and monitoring measures, customer data and privacy;

  • Oversee a team handling post-approval guarantee and/or loan administration under various loan and guarantee schemes, including processing and verification of reports and statements submitted by participating lenders, reconciliation of fund flows with counterparts, etc.;
  • Coordinate preparation of Management Information System Reports (MIS reports) and document management services;
  • Conduct workflow review and prepare user requirements for enhancements on systems and MIS reports to support development of new products under the schemes; and
  • The employment will be on a contract basis subject to renewal.

 

 

Requirements
  • Bachelor degree in Finance, Accounting, Business Administration, Project Management or related discipline;
  • With a minimum of 5 year’s solid experience in SME lending, personal lending, loan administration and/or business analysis with reputable Authorized Institutions, experience in project management an added advantage;
  • Attention to details, high degree of accuracy, able to work independently, under pressure and meet tight deadlines;
  • Self-motivated, proactive working attitude, eager to learn and willing to take up new responsibilities;
  • Excellent command of written and spoken English and Chinese; and
  • Proficient in computer operation including MS Word and MS Excel, knowledge in MS Access an added advantage.

Deputy Manager (Mortgage Insurance Programme)

We are looking for high-calibre individuals to join the Insurance Business Operations for serving the HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group).

 

Job Descriptions
  • Participate in the deliberation and launch of new products or product enhancements under the Mortgage Insurance Programme (MIP) during the origination stage, and subsequently support to the execution of these projects;
  • Collaborate with internal and external stakeholders to ensure clear and effective communication throughout the project lifecycle;
  • Prepare reports and conduct data analysis to provide insights into project performance, underwriting metrics, and areas for improvement;
  • Perform mortgage loan underwriting/approval for MIP;
  • Ensure compliance with company policies and regulatory standards; and
  • Liaise with authorized institutions on loan servicing for MIP.

 

 

Requirements
  • Diploma or above with a minimum of 5 years of experience in project management and mortgage underwriting, preferably in financial institutions;
  • Strong knowledge of mortgage underwriting principles, practices, and regulatory requirements;
  • Exceptional interpersonal and communication skills with good command of written English;
  • Able to work independently, under pressure and meet tight deadlines;
  • Strong analytical and problem-solving abilities, with a keen attention to detail; 
  • Hands-on experience in compiling MIS report and presentation; and
  • Proficient in Microsoft Office Suite such as MS Word, MS Excel, and MS PowerPoint.
