Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Financial Control Department

Manager (Management Reporting and Budgeting)

We are looking for high-calibre individuals to join the Financial Control Department for serving the HKMC Group.

 

Job Descriptions
  • To assist in preparation of financial impact analysis, regular performance analysis and management reporting of financial performance;
  • To prepare annual budget and forecast update, and perform budgetary control and variance analysis;
  • To participate in formulating transfer pricing mechanism and compile costs allocation for each business line to facilitate the inter-company recharge;
  • To conduct costs analysis to support the computation of product profitability;
  • To participate in the development and implementation of management information systems; and
  • To support ad hoc projects and tasks.

 

Requirements
  • University degree in Accounting, Finance or a related discipline with recognised professional qualification;
  • A minimum of 5 years’ relevant experience, with relevant experience in financial services sector is an advantage;
  • Good knowledge of banking / insurance business and latest accounting standards;
  • Strong analytical skills and good communication skills;
  • Self-motivated and able to work under pressure and meet tight deadlines;
  • Proficient in PC applications, with good knowledge of using Excel to build financial model is a plus; and

Infrastructure Financing and Securitisation

Assistant Vice President (Risk Management, Infrastructure Financing and Securitisation)

HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) since 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following openings in our IFS Division.

 

Job Descriptions

The incumbent will:

 

  • Assist to drive the development and implementation of the risk management framework in commensuration with the market positioning, business targets, and the scale and pace of business participation contemplated by the HKMC;
  • Take charge in evaluating credit proposals, conducting due diligence and providing inputs and advice to the investment team and senior management, as an integral part of the deal process;
  • Undertake responsibilities over the loan portfolio including, among others, periodic monitoring and reporting, early actions on credit deterioration, and stress tests;
  • Organise and assist in investment committee meetings and processes;
  • Conduct ad hoc research or studies relevant to the development of the business portfolio from a risk governance perspective;
  • Assist in coaching junior members of the team; and
  • Assist senior team members to explore and develop the road path to the future securitization of infrastructure assets.

 

Requirements
  • Degree holder, preferably in risk management or finance-related disciplines;
  • At least 7-10 years’ experience in renowned institutional banks, institutional investors or advisory firms in one or more of the following disciplines:
      • project advisory or financing;
      • corporate lending or restructuring;
      • risk management; or
      • related discipline in infrastructure financing or investment.
  • Experience in credit assessment a must;
  • Experience and knowledge in securitisation and risk governance an advantage;
  • Strong analytical and excellent stakeholder engagement skills;
  • Ability in handling complex transaction structure, financial model and documentation preferred;
  • Excellent communication and presentation capabilities; and
  • High proficiency in English. Fluent in Cantonese, Putonghua or other languages an advantage.

Manager (Infrastructure Investment)

Job Descriptions

The incumbent will:

 

  • Assist in all aspects of the execution of infrastructure financing transactions;
  • Assist to ensure adherence to the control, reporting, compliance and regulatory regime, and all the relevant policies and framework within the HKMC;
  • Work closely with the risk management team and provide the necessary support in the former’s ongoing monitoring and management of transactions in the portfolio;
  • Coordinate and work with various internal departments related to execution of transactions and help to ensure effective inter-departmental collaboration; and
  • Provide general support to the team on all the ad hoc tasks, including, but not limited to, marketing pitches, administrative work, internal papers, detailed research.

 

Requirements
  • Degree holder, preferably in finance-related disciplines;
  • Approximately 3 years’ experience in infrastructure financing and related areas, with preference given to direct experience in project finance;
  • Strong analytical and numerical skills; attention to detail; in-depth project finance modelling experience is preferred; ability to work accurately and efficiently under pressure;
  • Proficient in MS Word and Excel applications;
  • Previous experience in credit, risk management, market and legal aspects of project finance and sector knowledge an advantage;

Legal Office

Counsel (Contract)

We are looking for high-calibre individuals to join our expanding legal team on a contract term for serving the HKMC Group.

 

Job Descriptions
  • Reporting to the General Counsel;
  • To advise the HKMC Group on legal matters (in particular infrastructure financing and securitisation areas) and relevant legal and regulatory requirements;
  • To participate in the design and implementation of various business and corporate projects; and
  • This is a contract position for 3 years and subject to renewal.

 

Requirements
  • Hong Kong-qualified lawyer with a minimum of 10 years’ post-qualification experience of which preferably not less than 7 years’ relevant experience gained in infrastructure financing or capital market (securitisation in particular);
  • A solid grasp of legal principles on banking, finance, corporate and commercial matters;
  • Knowledge or experience in the areas of debt securities, Hong Kong listing rules, Securities and Futures Ordinance, commercial law, property law and other jurisdictions popular with infrastructure projects is useful;
  • Public sector experience is an advantage; and

Senior Manager (Compliance)

Since 2019, in addition to the above business activities, the HKMC also engages in infrastructure financing business with a view to securitisation in Hong Kong. We are looking for a high-calibre individual to join the compliance team under the Legal Office to serve the HKMC Group.

 

Job Descriptions
  • To assist in managing the implementation of the compliance programme (including compliance risk identification and monitoring, compliance audit, compliance training and testing, compliance reporting and other compliance-related matters) across the business lines of the HKMC Group of companies including the infrastructure financing and securitisation business;
  • To assist in carrying out the compliance screening, due diligence and clearance of infrastructure financing projects;
  • To assist in providing compliance support and advice to the Infrastructure Financing and Securitisation Division;
  • To maintain a robust compliance framework in compliance with regulatory and internal compliance requirements, including policies and procedures, control and monitoring measures, customer data and privacy;
  • To assist in using subscribed databases in conducting anti-money laundering/ counter-terrorist/sanctions screening;

Pricing and Quantitative Risk Department

Senior Manager (Pricing and Quantitative Risk)

We are looking for high-calibre individuals to join the Pricing and Quantitative Risk Department for serving the HKMC Group.

 

Job Descriptions
  • To develop, enhance and maintain key financial risk models (mainly credit, property price, interest rate and mortality risks) and analytical tools used by various business and risk functions;
  • To perform quantitative analysis on risk and reward profile of mortgage related assets and other long duration financial contracts;
  • To coordinate with all relevant business and supporting functions in analysing the commercial cases and determining the appropriate transaction structure and underlying economic assumptions for pricing of new products/transactions; and
  • To prepare risk analysis presentation for various risk committees.

 

 

Requirements
  • Degree holder in a quantitative discipline: Financial Engineering, Actuarial Science, Mathematics, Statistics, Data Science or Artificial Intelligence and Machine Learning related subjects. Post-graduate degree an advantage. Candidates with professional qualification from an actuarial body preferred;
  • A minimum of 5 years’ relevant working experience in the financial industry;

Treasury Department

Senior Manager (Treasury - Funding & Investor Relations)

We are looking for high-calibre individuals to join the Treasury Department for serving the HKMC Group.

 

Job Descriptions

Reporting to the Assistant Vice President, the successful candidate will handle the funding and investor relations activities for the Corporation. Main responsibilities are:

 

  • To arrange funding through local and overseas debt issuance;
  • To liaise with credit rating agencies and manage banking and investor relationship;
  • To coordinate with internal departments and counsels in reviewing debt issuance documentation and arrange issuance logistics;
  • To conduct research and market analysis relating to debt market activities as well as to provide support on departmental compliance matters; and
