Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

Infrastructure Financing and Securitisation
Senior Investment Officer (Portfolio and Risk Management)
HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) since 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following opening in our IFS Division.
Job Descriptions
- Undertake responsibilities over an assigned loan portfolio including, among others, periodic and ad hoc review and reporting, early actions on credit deterioration, stress testing and valuation;
- Oversee and coach junior members of the team in portfolio management and analysis of credit risk;
- Identify, report and advise available mitigations of new risk trends that may impact the wider loan portfolio;
- Ownership of portfolio reporting internally to management and externally to securitisation investors and related administrative tasks;
- Conduct ad hoc project research or studies;
- Participate in the due diligence process of new investments;
- Contribute to managing operation risk, internal governance and policies of the division; and
- Assist the team in managing loan administration matters and loan system development.
Requirements
- Degree holder preferably in Finance, Risk Management, Accounting, Business Administration, International Business or Investment;
- A minimum of 7-10 years’ work experience in renowned institutional banks, institutional investors or advisory firms;
- Experience in any of the following: project advisory or financing; corporate lending or restructuring; risk management; or related discipline in infrastructure financing or investment;
- Experience in credit assessment a must;
- Ability in handling complex transaction structure, financial model and documentation preferred;
- Experience and knowledge in securitisation and risk governance an advantage;
- Strong analytical and stakeholder management skill;
- Good communication and presentation capabilities;
- High proficiency in spoken and written English;
- Cantonese and Putonghua or other languages an advantage; and
- Proficient in MS Word and Excel applications.

We are looking for high-calibre individuals to join the Marketing and Business Development Department for serving the HKMC Group.
Job Descriptions
- Implement business development projects to expand existing distribution channels and devise effective B2B business collaboration platforms for HKMC products including 'HKMC Retire 3';
- Collaborate and monitor business activities of channel partners and their intermediaries to improve business performance;
- Devise and implement an effective operational framework and workflows to work with channel partners;
- Develop training plans for channel partners;

Assistant Manager (Operations)
We are looking for high-calibre individuals to join the Operations Department for serving the HKMC Group.
Job Descriptions
- Perform the loan origination, administration and enforcement duties;
- Monitor the performance of appointed servicers and agents;

Requirements
- Degree holder in Finance, Business Administration or equivalent;
- A minimum of 5 years' experience in mortgage loan operations;
- Experience in loan recovery and reverse mortgage operations would be an advantage;

Manager (Credit and Portfolio Risk)

Job Descriptions
- Prepare risk analytics and portfolio reports for loan and guarantee portfolios;
- Monitor and manage credit risk through stress testing, risk modelling, due diligence reviews, and other risk monitoring activities;
- Conduct market research and deliver tailored data analytics as required;
- Assist in developing new risk management policies and reviewing existing ones;

Requirements

Assistant Vice President (Risk Management)
We are looking for high-calibre individuals to join the Risk Management Department for serving HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited.
Job Descriptions
- Oversee the risk management of long term insurance products, including formulating risk policies and strategies and conducting portfolio analysis;
- Ensure the execution of the Risk-based Capital Regime and in particular conduct Own Risk and Solvency Assessment and monitor capital level; and
- Provide support to risk committee and prepare risk reports.
Requirements
- Bachelor degree or above with major in Risk Management, Quantitative Finance, Statistics or related disciplines. Professional qualifications such as CFA or FRM are preferred;
- A minimum of 10 years' working experience in risk management in the insurance industry, including at least 3 years in managerial position;
- Well versed in different risk management areas, including policies and strategies, portfolio management, underwriting and regulatory capital management;
- Proficient in using AI tools at work;
- Past experience in driving product innovation and using technology for process improvement;

Manager (Loan Guarantee Schemes – Claim Due Diligence and Special Asset Management)
We are looking for high-calibre individuals who want to be part of the Claim Due Diligence and Special Asset Management Team for the SME loan portfolios administered by HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited.
Job Descriptions
- Conduct due diligence review on default claims received under the commercial and SME loan portfolios;
- Monitor the quality of special assets management and debt recovery actions, including pursuing legal remedies against defaulted borrowers and personal guarantors, carried out by participating lending institutions;
- Work independently in coordinating and facilitating debt workouts, and assessing debt workout or repayment proposals for completion in a timely and efficient manner;
- Provide supervisory support for team operations, augment team capabilities and improve the quality, efficiency, and precision of team operations by leveraging technologies from time to time;
- Maintain effective communication with both internal and external stakeholders and provide support for matters in relation to the administration of various loan guarantee schemes;
- Undertake ad hoc assignments or projects from time to time; and
- The employment will be on a 2-year contract term, subject to renewal.
Requirements
- Bachelor’s degree or above in Accounting, Economics, Finance, Business Administration or related disciplines;
- A minimum of 6 years’ working experience in special assets management of commercial lending or corporate restructuring / insolvency at any international accounting firm;
- Strong analytical and leadership skills, self-motivated, positive work attitude, detail-minded, organised, good at teamwork and excellent communication and presentation skills;
- Excellent command of spoken and written English and Chinese; and
- Proficient in Microsoft Office, including proficiency in Excel with capabilities to navigate the software, apply advanced formulas, perform data analysis, pivot table creation and manipulation, and conditional formatting, is a must.
Candidates with less experience will be considered for the position of Deputy Manager.
