Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Administration and Human Resources Department

Manager (Administration)

We are looking for high-calibre individuals to join the Administration and Human Resources Department for serving the HKMC Group.

 

Job Descriptions
  • To manage office administrative functions including office management, office supplies and maintenance, workplace safety, office relocation and fitting-out works, and event support;
  • To review, formulate and implement policies and procedures related to administrative functions;
  • To maintain and review operation of administrative systems, including security and telephone systems;
  • To assist in preparation of annual budgets, and monitoring of office expenses;
  • To manage vendors, contractors and service providers;
  • To assist in procurement and tender exercise of office systems, services, furniture, and equipment;
  • To assist in corporate projects and assignments from time to time; and

Requirements

Digitalisation Office

Assistant Vice President (Data Analytics and Management, Digitalisation Office)

The HKMC will set up a Digitalisation Office to explore and implement innovative technology solutions for business operations, and define the data architecture and governance framework that meet future needs. We are looking for a high-calibre individual to join the Office to establish the data platform.

 

Job Descriptions

Reporting to Vice President (Digitalisation Office), the Assistant Vice President (Data Analytics and Management, Digitalisation Office) will be responsible for (1) building the foundation of the enterprise-wide data analytic capability from the data ingestion, data standardisation, data governance, data quality and data analytics perspective and (2) leading innovative data projects for the HKMC Group. The incumbent will:

  • be responsible for data management strategy, data quality strategy, and metadata management process;
  • formulate the strategy to aggregate the data from various internal platforms and ensure the data consistency and accuracy;
  • establish the data infrastructure for scalable data mart / data warehousing / data platform / data visualisation and reporting solutions to empower different internal data-driven-decision-making operation from business units;
  • formulate the data governance framework and set up best practices to process data;
  • be the leading technical expert for innovative data projects;
  • understand key business domain’s data models and business process flows to identify their interaction in the Corporate data platform;
  • ensure the quality of data and set up measurable framework to monitor the data flow;
  • formulate the data strategy and align with the business vision together with all business users;
  • promote data driven culture; and

Requirements
  • University degree preferably in Computer Science, Information Technology, Engineering, Mathematics, or related disciplines;
  • A minimum of 10 years solid experience in data analytics, data application / platform management, master data management, information delivery, with at least 3 years’ experience in supervisory role;
  • Solid track record of IT sizable project experience in data warehouse, data analytic, ETL, BI reporting, etc.;
  • Strong technical foundation and knowledge on Cloud Data Platform Implementation in banking, finance and insurance (“BFI”) industry is preferable;
  • Logical, detailed-minded, and well-organised;
  • Experience in data warehouse / data mart solution design and delivery experience using numerous relationship database technologies is preferable; and
  • Proficiency in both English and Chinese with good communication and presentation skills.

Senior Project Manager (Digitalisation Office)

Job Descriptions

Reporting to Vice President (Digitalisation Office), the Senior Project Manager (Digitalisation Office) will be responsible for (1) working collaboratively with internal business units (BUs) to define operational problems via in-depth investigation and gathering of functional specifications, (2) exploring innovative technology solutions for BUs to address their operational needs, and (3) manage end-to-end solution implementation. The incumbent will:

 

  • work closely with BUs, such as through workshops, to identify user requirements and the business case for digitalisation projects;
  • drive and participate in the full lifecycle of digital solution development, including project planning, ideation, design, development, budgeting, implementation, validation, roll-out, maintenance and enhancement in accordance with business needs and governance;
  • engage and coordinate with various internal parties and external contributors (e.g. consultants and service providers) to design and develop innovative technology solutions;
  • explore technology solutions and innovative approaches to improve business operations; and
  • provide updates to stakeholders on project progress, risk, costs, and budgets.

The employment will be on a 3-year contract term subject to renewal.

 

Requirements
  • University degree in Business, Finance, Computer Science, Engineering or related disciplines;
  • A minimum of 6 years of experience in digital product or project management, preferably in the banking, finance and insurance industry, large technology companies or professional consultancy services;
  • Outgoing, self-driven, resilient, creative, attentive to details, responsible and a team player;
  • Solid track record of driving digital transformation and managing complex projects, demonstrating knowledge and experience in technology products management as well as process re-engineering and outcome management;
  • Knowledge in InsurTech / FinTech;

Information Technology Department

Senior Manager (Technical Services)

We are looking for high-calibre individuals to join the Information Technology Department for serving the HKMC Group.

 

Job Descriptions
  • Lead a team to oversee client-side technologies such as email, workflow and helpdesk services for the Corporation;
  • Perform support on desktops, notebooks and mobile devices;
  • Perform software deployment, patching management and problem troubleshooting;
  • Define workflow, fulfil user requests and manage complaints and suggestions for the support team;
  • Participate in IT project planning and implementation;
  • Evaluate and recommend new technology to deliver high quality of support services to business;

Technical Services Manager (Windows Server)

We are looking for high-calibre individuals to join the Information Technology Department for serving the HKMC Group.

 

Job Descriptions
  • Perform Windows hardware and software support, monitoring, capacity planning and performance tuning;
  • Provide support to core network infrastructure and maintain the integrity and security of corporate network;
  • Assist in the new infrastructure projects such as VM farm upgrade, security enhancement and SharePoint/workflow projects;
  • Provide technical support on the Lotus Notes Domino server and VMware infrastructure;

Job Descriptions
  • Lead the overall administration of Oracle databases for business-critical applications;
  • Provide database support including installation & version upgrade, RMAN backup & recovery, high availability, performance monitoring & tuning in Solaris / Linux platforms;
  • Carry out troubleshooting on database & corresponding end-to-end application technical support, and overnight batch job executions;

Infrastructure Financing and Securitisation

Senior Investment Officer (Infrastructure Investment)

HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) since 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following openings in our IFS Division.

 

Job Descriptions
  • Assist in all aspects of the origination and execution of infrastructure financing transactions;
  • Assist to ensure adherence to the control, reporting, compliance and regulatory regime, and all the relevant policies and framework within the HKMC;
  • Work closely with the risk management team and provide the necessary support in the former’s ongoing monitoring and management of transactions in the portfolio;
  • Coordinate and work with various internal departments related to execution of transactions and help to ensure effective inter-departmental collaboration;
  • Assist in coaching junior members of the team;
  • Assist senior team members on securitisation of infrastructure assets; and
  • Provide general support to the team on all the ad hoc tasks, if required.

 

Requirements
  • Degree holder preferably in finance-related disciplines;
  • At least 8 years’ experience in infrastructure financing and related areas, with preference given to direct experience in project finance;
  • Strong analytical and numerical skills; attention to details; in-depth project finance modelling experience is preferred; ability to work independently and efficiently under pressure;
  • Strong experience in credit, risk management, market and legal aspects of project finance; experience in securitisation is considered a plus;

Investment Analyst / Placement Trainee

We are looking for high-calibre individuals to join the Infrastructure Financing and Securitisation (IFS) Division for serving the HKMC Group. He/she will have the opportunity to acquire valuable on-the-job exposure to various IFS functions, as well as training and learning opportunities for his/her career development in the IFS field.

 

Job Descriptions
  • To support the loan administration function of the IFS Division. Detailed scope of the job will include, among others:
  • Data inputs to the loan system;
  • Assist in loan administration matters at transaction closing;
  • Support system development of the loan system;
  • Support information research as and when required;
  • Support ad hoc assignments as required; and
  • Support portfolio management and other functions within IFS.

 

Requirements
