Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Financial Control Department

Senior Manager (Financial Control)

We are looking for high-calibre individuals to join the Financial Control Department for serving the HKMC Group.

 

Job Descriptions
  • To supervise financial and management reporting for treasury finance function, review and implement accounting procedures to ensure compliance with accounting standards and internal requirements;
  • To support the design, development and implementation of accounting information systems and MIS for financial and regulatory reporting;
  • To oversee the payment systems and the associated bank accounts maintenance;
  • To support capital reporting for the Corporation and general insurance subsidiary; and 
  • To provide support for ad hoc tasks as assigned.

 

Requirements
  • Degree holder in Accounting, Finance or a related discipline with a recognised professional qualification;
  • A minimum of 8 years’ relevant experience in banking/insurance industry is an advantage;  
  • Solid knowledge in banking/insurance business, latest accounting standards and regulatory developments, preferably with knowledge on HKFRS 17 “Insurance Contracts” implementation;
  • Good analytical, interpersonal and communication skills;
  • Self-motivated, and able to work under pressure to meet tight deadlines;
  • Experience in Bloomberg terminal operation is a plus; and
  • Fluent in English and Chinese.

Group Internal Audit Department

Placement Trainee (Group Internal Audit)

We are looking for high-calibre individuals to join the Group Internal Audit (GIA) Department for serving the HKMC Group. Job Descriptions
  • To perform internal audit procedures including substantive tests and test of controls;

Information Technology Department

Manager / Deputy Manager (Database Administrator - Technical Services)

We are looking for high-calibre individuals to join the Information Technology Department for serving the HKMC Group.

 

Job Descriptions
  • Lead the overall administration of Oracle databases for business-critical applications;
  • Provide database support including installation & version upgrade, RMAN backup & recovery, high availability, performance monitoring & tuning in Solaris / Linux platforms;
  • Carry out troubleshooting on database & corresponding end-to-end application technical support, and overnight batch job executions;
  • Conduct regular database maintenance tasks such as patch installation, indexing, table reorganizations, etc.;
  • Assist with application team on data analysis and modelling, database definitions and design, SQL tuning per application requirement;
  • Participate in database and system enhancement projects and provide technical solutions; and
  • Maintain database related technical documentation and develop script automation for regular tasks.

 

Requirements
  • Degree holder in Computer Science or related discipline;
  • Possess at least 5 years' relevant working experience in Oracle and Microsoft SQL databases;

Job Descriptions
  • To work on system design, development, implementation and support of financial / insurance application systems to support the Corporation’s businesses;

Infrastructure Financing and Securitisation

Vice President (Risk Management, Infrastructure Financing and Securitisation)

HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) since 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following openings in our IFS Division.

 

Job Descriptions
  • Assist Head of Infrastructure Risk to drive the development, implementation and continuous improvement of the risk management framework in commensuration with the market positioning, business targets, and the scale and pace of business participation contemplated by the HKMC;
  • Take charge in evaluating credit proposals, conducting due diligence and providing inputs and advice to the investment team and senior management, as an integral part of the deal investment process;
  • Undertake responsibilities over the loan portfolio including, among others, periodic monitoring and reporting, early actions on credit deterioration, and stress tests;
  • Organise and assist in investment committee meetings and processes;
  • Lead or conduct ad hoc research or studies relevant to the development of the business portfolio from a risk governance perspective;
  • Coach junior members of the team; and
  • Contribute to the future securitisation of infrastructure assets.

 

Requirements
  • Degree holder preferably in Risk Management, Business Administration, Finance, Accounting, International Business or Investment;
  • A minimum of 12 years’ work experience in renowned institutional banks, institutional investors or advisory firms primarily in infrastructure financing, advisory or investment with team leadership responsibility;
  • Experience and knowledge in securitisation would be an advantage;

  • Oversee and coach junior members of the team in portfolio management and analysis of credit risk;
  • Identify, report and advise available mitigations of new risk trends that may impact the wider loan portfolio;
  • Ownership of portfolio reporting internally to management and externally to securitisation investors and related administrative tasks;

  • Participate in the due diligence process of new investments;

Manager (Compliance)

We are looking for high-calibre individuals to join the Legal Office for serving the HKMC Group.

 

Job Descriptions
  • To assist in implementation of the compliance programme (including compliance risk identification and monitoring, compliance audit, compliance reporting and other compliance-related matters) across the business lines;
  • To assist in maintaining a robust compliance framework in compliance with the Insurance Ordinance and other regulatory requirements, including policies and procedures, control and monitoring measures, customer data and privacy;
  • To perform financial crime compliance tasks (including anti-money laundering/counter-terrorist/sanctions risk assessment,transaction screening using subscribed databases, review and submission of suspicious transaction reports); 
  • To provide compliance advice and support to business and operation units;
  • To assist in communications with regulators and law enforcement agencies; and

Requirements
  • Bachelor's Degree in Law, Accounting or related disciplines;

Job Descriptions
  • To expand existing distribution channels and devise effective B2B business collaboration platforms with channel partners for HKMC products including ‘HKMC Retire 3’;
  • To collaborate and monitor business activities of channel partners and their intermediaries to improve business performance;
  • To devise and implement an effective operational framework and workflows to work with channel partners;
  • To develop training plans for channel partners;
  • To keep abreast of market trends and changes to the regulatory environment of retirement products; and

Requirements
