Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Administration and Human Resources Department

Manager (Administration and Human Resources)

We are looking for high-calibre individuals to join the Administration and Human Resources Department for serving the HKMC Group.

 

Job Descriptions
  • Assist in various human resources functions including recruitment, benefits administration and performance management;
  • Provide employee relations related support including organising staff activities and voluntary service initiatives;

Group Internal Audit Department

Senior Manager (Group Internal Audit - IT Audit)

We are looking for high-calibre individuals to join the Group Internal Audit Department for serving the HKMC Group.

 

Job Descriptions
  • Conduct regular risk assessments and assist in developing a risk-based IT audit plan;
  • Lead and conduct thematic IT audits of the Group’s IT environment and system operations;
  • Collaborate with business auditors in operational audits by reviewing application controls and deploying data analytics;
  • Identify opportunities to strengthen IT governance, risk management, internal controls, and regulatory compliance;
  • Conduct non-assurance projects such as system pre-implementation reviews, regulatory compliance readiness assessments, or incident investigations; and
  • Prepare audit and consultancy reports with practical recommendations for management and the Audit Committee.

 

Requirements
  • Degree holder in IT, Computer Science, Management Information Systems, or related disciplines, ideally holding qualifications such as CISSP, CISA, CISM, CCSP, or GSNA;
  • A minimum of 8 years of hands-on IT audit or cybersecurity experience, preferably with the financial services sector;
  • Familiarity with IT-related regulatory requirements for financial institutions;
  • Knowledge of data analytics and visualisation tools (e.g., SQL, Power BI, Tableau) and generative AI would be an advantage;
  • Independent, self-motivated, well-organised, with strong analytical and interpersonal skills; and

Information Risk Management Department

Manager (Information Risk Management)

Job Descriptions
  • Assist in developing information security strategy, policy and guideline;

Information Technology Department

Manager / Deputy Manager (Windows Server Team)

We are looking for high-calibre individuals to join the Information Technology Department for serving the HKMC Group.

 

Job Descriptions
  • Perform Windows server / desktop hardware and software support, monitoring, capacity planning and performance tuning;
  • Provide support on Microsoft Windows Server and Active Directory technologies;
  • Provide technical support on the VMware infrastructure and NetApp storage;
  • Provide support to core network infrastructure and maintain the integrity and security of corporate network;
  • Provide support to Cloud services e.g. Microsoft Azure AD;
  • Participate in the BCP / DR drill and ensure the systems are recovered in a timely manner;

Requirements

Legal Office

Senior Manager (Compliance)

We are looking for high-calibre individuals to join the Compliance Team under the Legal Office for serving the HKMC Group.

 

Job Descriptions
  • Assist in managing the implementation of the compliance programme (including compliance risk identification and monitoring, compliance audit, compliance training and testing, compliance reporting and other compliance-­related matters) across the business lines of the HKMC Group of companies including the infrastructure financing and securitisation business;
  • Assist in providing compliance support and advice to the HKMC Group;
  • Assist in carrying out compliance screening, due diligence and clearance of infrastructure financing projects;
  • Maintain a robust compliance framework in compliance with regulatory and internal compliance requirements, including policies and procedures, control and monitoring measures, customer data and privacy;
  • Assist in using subscribed databases in conducting anti-money laundering/counter-terrorist/sanctions screening;
  • Support the implementation of the environmental, social and governance (ESG) strategy of the HKMC Group including the management of ESG data and ESG reporting;

Requirements
  • Diploma in compliance, degree in law, ESG matters or accounting preferred;

Job Descriptions
  • Participate in designing, developing and testing application systems to support treasury, loans and credit guarantee operations, credit management, business transactions and monitoring of portfolio quality;
  • Support operations and settlement for treasury activities;
  • Design and construct ad hoc data analysis and reporting;
  • Recommend and implement new systems and processes, undertake business process reengineering initiatives, and maintain procedural manuals; and

Requirements
  • Degree holder in Information Systems, Management, Finance or related discipline, a higher degree is an advantage but not essential.  Candidates with dual degree in business and IT would be preferred;
  • A minimum of 1 year of business analyst experience in banking industry or related discipline would be preferred;
  • Solid knowledge in banking products, system development cycle and UAT would be an advantage;

Assistant Manager (Enterprise Risk Management)

Job Descriptions
  • Formulate and maintain enterprise risk management (ERM) frameworks and policies for the HKMC Group;
  • Implement ERM governance, standards and procedures;

Requirements

HKMC Insurance Limited

Senior Manager (Loan Guarantee Schemes – Claim Due Diligence and Special Assets Management)

We are looking for high-calibre individuals to assist in the operations of the SME Financing Guarantee Scheme. The Scheme is operated by HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited.

 

Job Descriptions
  • Conduct due diligence review on default claims received under the commercial and SME loan portfolios;
  • Monitor the quality of special assets management and debt recovery actions, including pursuing legal remedies against defaulted borrowers and personal guarantors, carried out by participating lending institutions;
  • Work independently in coordinating and facilitating debt workouts, and assessing debt workout or repayment proposals for completion in a timely and efficient manner;
  • Provide supervisory support for team operations, augment team capabilities and improve the quality, efficiency, and precision of team operations by leveraging technologies from time to time;
  • Maintain effective communication with both internal and external stakeholders and provide support for matters in relation to the administration of various loan guarantee schemes; and
  • Undertake ad hoc assignments or projects from time to time.

 

Requirements
  • Bachelor’s degree or above in Accounting, Economics, Finance, Business Administration or related disciplines;
  • A minimum of 10 years’ working experience in special assets management of commercial lending or corporate restructuring / insolvency at any international accounting firm;
  • Strong analytical and leadership skills, self-motivated, positive work attitude, detail-minded, organised, good at teamwork and excellent communication and presentation skills;
  • Excellent command of spoken and written English and Chinese; and
