Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Digitalisation Office

Lead Solution Architect (Digitalisation Office)

The HKMC has set up a Digitalisation Office to explore and implement innovative technology solutions for business operations, and define the data architecture and governance framework that meet future needs. We are looking for a high-calibre individual to join the Office.

 

Job Descriptions

Reporting to Vice President (Digitalisation Office), the Lead Solution Architect (Digitalisation Office) will be responsible for (1) leading the architecture design of digital solution and products, (2) upholding the architecture standard to ensure the compatibility of digital solution; and (3) defining the roadmap of digital solution to achieve long term technology strategy. The incumbent will:

  • Accountable to lead the solution architecture for all the projects and programs focusing on digital transformation solutions;
  • Responsible to evaluate the digital solution to ensure high degree of compatibility & sustainability to integrate seamlessly into existing or planned system landscape;
  • Collaborate with the project team to ensure architecture standards are upheld in corporate-wide;
  • Act as the lead for the translation of business objectives and requirements into functional solutions by working closely with project management team and business units;
  • Responsible in identifying and sourcing digital solutions that can address various business problems and able to evaluate them from multiple angles including application, infrastructure, information security;
  • Be an advisor in corporate-wide cloud adoption strategy and implementation; and

Requirements
  • University degree preferably in Computer Science, Information Technology, Engineering, Mathematics, or related disciplines;
  • A minimum of 10 years’ solid experience in enterprise application development / system integration / architecture design experience, in particular 3 years of being Solution Architect of medium to large size of project implementation;
  • Demonstrated experience in developing complex digital solutions, including digital applications, business transformation, solution architecture and design, etc.;
  • Experience and knowledge of cloud technology adoption is preferable;
  • Proficient in API design & management;
  • Obsession with new technology such as container technology, machine learning, digital customer engagement and etc.;
  • Strong vendor management skills;
  • Logical, detailed-minded, and well-organised; and
  • Proficiency in both English and Chinese with good communication and presentation skills.

Senior Project Manager (Digitalisation Office)

Job Descriptions

Reporting to Vice President (Digitalisation Office), the Senior Project Manager (Digitalisation Office) will be responsible for (1) working collaboratively with internal business units (BUs) to define operational problems via in-depth investigation and gathering of functional specifications, (2) exploring innovative technology solutions for BUs to address their operational needs, and (3) managing end-to-end solution implementation. The incumbent will:

 

  • Work closely with BUs, such as through workshops, to identify user requirements and the business case for digitalisation projects;
  • Drive and participate in the full lifecycle of digital solution development, including project planning, ideation, design, development, budgeting, implementation, validation, roll-out, maintenance and enhancement in accordance with business needs and governance;
  • Engage and coordinate with various internal parties and external contributors (e.g. consultants and service providers) to design and develop innovative technology solutions;
  • Explore technology solutions and innovative approaches to improve business operations;
  • Provide updates to stakeholders on project progress, risk, costs, and budgets; and

Requirements
  • University degree in Business, Finance, Computer Science, Engineering or related disciplines;
  • A minimum of 6 years of experience in digital product or project management, preferably in the banking, finance and insurance industry, large technology companies or professional consultancy services;
  • Outgoing, self-driven, resilient, creative, attentive to details, responsible and a team player;
  • Solid track record of driving digital transformation and managing complex projects, demonstrating knowledge and experience in technology products management as well as process re-engineering and outcome management;
  • Knowledge in InsurTech / FinTech;

Senior Manager (Data Management, Digitalisation Office)

Job Descriptions

Reporting to Assistant Vice President (Data Management, Digitalisation Office), the Senior Manager (Data Management, Digitalisation Office) will be responsible for (1) implementing of enterprise-wide data warehouse, (2) desiging data architecture; and (3) manging data analytic projects for the HKMC Group. The incumbent will:

 

  • Support the implementation of enterprise-wide data warehouse from selecting the platform, designing the technical architecture, implementing and testing the proposed solutions to enable optimal extraction, transformation, and loading of data from a wide variety of data sources;
  • Manage the ETL flow design, development, testing, implementation and support;
  • Be responsible for the hands-on data engineering works including understanding data model, preparing data for migration, data cleansing, data reconciliation;
  • Identify, design, and implement internal process improvements project like automating manual data processing, optimizing data delivery, manual reporting,
  • Build analytics tools that empower internal business units to utilize the data pipeline for providing actionable insights in customer acquisition, operational efficiency and other key business performance metrics; and
  • The employment will be on a 3-year contract term subject to renewal.

 

Requirements
  • University degree preferably in Computer Science, Information Technology, Engineering, Mathematics, or related disciplines;
  • A minimum of 5 years’ solid experience in data systems analysis, design and architecture development;
  • Solid track record of IT sizable project experience in data warehouse implementation and data transformation project;
  • Experience in designing data platform on cloud environment is preferable;
  • Experience in data analytic project / tool sets is preferable;

Information Technology Department

Senior Associate (Cyber Security)

Job Descriptions
  • Provide cybersecurity and network support services and related infrastructure project implementation;

Infrastructure Financing and Securitisation

Senior Investment Officer (Infrastructure Investment)

HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) since 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following openings in our IFS Division.

 

Job Descriptions
  • Assist in all aspects of the origination and execution of infrastructure financing transactions;
  • Assist to ensure adherence to the control, reporting, compliance and regulatory regime, and all the relevant policies and framework within the HKMC;
  • Work closely with the risk management team and provide the necessary support in the former’s ongoing monitoring and management of transactions in the portfolio;
  • Coordinate and work with various internal departments related to execution of transactions and help to ensure effective inter-departmental collaboration;
  • Assist in coaching junior members of the team;
  • Assist senior team members on securitisation of infrastructure assets; and
  • Provide general support to the team on all the ad hoc tasks, if required.

 

Requirements
  • Degree holder preferably in finance-related disciplines;
  • At least 8 years’ experience in infrastructure financing and related areas, with preference given to direct experience in project finance;
  • Strong analytical and numerical skills; attention to details; in-depth project finance modelling experience is preferred; ability to work independently and efficiently under pressure;
  • Strong experience in credit, risk management, market and legal aspects of project finance; experience in securitisation is considered a plus;
  • Excellent communication and presentation capabilities;
  • Strong team player with excellent stakeholder engagement skills;
  • Proficient in MS Word and MS Excel applications;
  • High proficiency in spoken and written English; and

Requirements

Manager (Marketing and Business Development)

Job Descriptions
  • Formulate and monitor business activities of HKMC products including ‘HKMC Retire 3’ to improve business performance;
  • Compile statistical reports with extensive data tabulations and conduct technical data analysis for product development, customer profiling, application processing, and marketing initiatives;
  • Coordinate with internal teams and external vendors to devise effective platforms and to ensure deliverables are meeting the business requirements;

Requirements

Operations Department

Deputy Manager (Treasury Operations)

We are looking for high-calibre individuals to join the Operations Department for serving the HKMC Group.

 

Job Descriptions
  • Handle back office processing and ensure timely and accurate delivery of treasury operations processes, life-cycle events, clearing and settlements of various treasury products, and collateral management;
  • Review treasury product and fixed income documentation;
  • Participate projects regarding product launch or system enhancement and other regulatory initiatives; undertake ad hoc projects as assigned;

Requirements

Placement Trainee (Risk Management Department)

We are looking for high-calibre individuals to join the (Risk Management Department) (RMD) Department for serving the HKMC Group. He/she will have the opportunity to acquire valuable on-the-job exposure to various RMD functions, as well as training and learning opportunities for his/her career development in the RMD field.

 

Job Descriptions
  • Support risk management of the HKMC’s group, covering enterprise risk, credit risk, market risk, SME risk and operational risk, etc.;
  • Conduct risk assessment and analysis using tools (e.g. MS Excel, SAS);
  • Support and enhance risk reporting of the HKMC’s group products and businesses; and

HKMC Insurance Limited

Assistant Manager (Compliance)

We are looking for high-calibre individuals to join the Compliance Team for serving the HKMC Insurance Limited.

 

Job Descriptions
  • To assist in implementing the compliance programme (including compliance risk identification and monitoring, compliance audit, compliance reporting and other compliance-related matters) across the business lines;
  • To assist in maintaining a robust compliance framework in compliance with the Insurance Ordinance and other regulatory requirements, including policies and procedures, control and monitoring measures;

  • A minimum of 3-year exposure to regulatory compliance, financial crime compliance, audit, risk and control management in banking or insurance industry;
  • Knowledge and work experience of regulatory requirements for general insurance business, loan products, anti-money laundering / counter-terrorist / sanctions, personal data protection, etc.;

Senior Associate (SME Financing Guarantee Scheme – Guarantee Administration)

We are looking for high-calibre individuals to assist in the operations of the SME Financing Guarantee Scheme and the Personal Loan Guarantee Scheme (collectively the Schemes). The Schemes are operated by HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited.

 

Job Descriptions
  • Provide support on post-approval guarantee and / or loan administration under various loan and guarantee schemes, including processing and verification of reports and statements submitted by participating lenders, handling of daily remittances, reconciliation of fund flows with counterparts, etc.;
  • Support preparation of MIS reports and document management services;
  • Support ad hoc projects; and
  • The employment will be on a contract basis subject to renewal.

 

Requirements
  • Bachelor’s degree in Finance, Accounting, Business Administration or related discipline;
  • With a minimum of 2 years' solid experience in SME lending, personal lending, and / or loan administration with reputable Authorized Institutions;
  • Attention to details, high degree of accuracy, able to work independently, under pressure and meet tight deadlines;
  • Self-motivated, proactive working attitude, eager to learn and willing to take up new responsibilities;
  • Excellent command of written and spoken English and Chinese; and
  • Proficient in computer operation including MS Word and MS Excel, knowledge in MS Access is an added advantage.

Associate (Application Processing)

We are looking for high-calibre individuals to join the Insurance Business Operations Department for serving the HKMC Insurance Limited.

 

Job Descriptions
  • To process the mortgage applications under the Mortgage Insurance Programme and Reverse Mortgage Programme and Policy Reverse Mortgage Programme; 
  • To liaise with credit reference agencies in subscribing credit reports;
  • To perform data entry, loan administration and general administration duties;
  • To liaise with mortgage underwriters and relevant parties to handle customers’ requests; and 
  • To handle any ad-hoc projects to be assigned by supervisors. 

 

Requirements
  • Diploma or above with a minimum of 2 years’ experience in mortgage application processing, preferably in financial institutions;
  • Relevant experience in subscribing credit report is a definite asset;
  • Strong analytical and good communication skills; 
  • Good command of spoken English and Chinese, proficiency in Putonghua will be an asset; and
  • Proficient in PC/spreadsheet applications.
