Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Assistant Vice President (Administration and Human Resources)

We are looking for high-calibre individuals to join the Administration and Human Resources Department for serving the HKMC Group.

 

Job Descriptions
  • To oversee human resources and office administration functions including recruitment, compensation and benefits, performance management, procurement and employee relations;
  • To implement strategic HR initiatives and formulate respective policies and procedures related to human resources functions;
  • To prepare annual office administration budget and staff budget, headcount planning; and

Financial Control Department

Senior Manager (Financial Control)

We are looking for high-calibre individuals to join the Financial Control Department for serving the HKMC Group.

 

Job Descriptions
  • Work with consultants and internal project team to drive HKFRS 17 impandlementation for Finance, understand the key interactions among the internal stakeholders and support the delivery of an optimal end to end solution;
  • Perform user acceptance test as well as participate in data and system infrastructure design;
  • Assist in the development and implementation of data request, and design financial closing reporting processes including relevant financial reporting controls and reconciliation process;
  • Support development/enhancement of MIS reporting and financial analytical framework; and

Requirements
  • Degree holder in Accounting, Finance or a related discipline with a recognised professional qualification;

Information Technology Department

Senior Associate (System Analyst / Analyst Programmer - Application Development)

We are looking for high-calibre individuals to join the Information Technology Department for serving the HKMC Group.

 

Job Descriptions
  • To engage in roles of system design, development, implementation and support of business application systems in line with the Corporation’s business development;
  • To work closely with business departments on gathering and analysing user requirements, designing and developing system solutions, and preparation of system documentations during different stages of the projects;
  • To take part in the development and support of other application areas such as loans, insurance, risk control, accounting and MIS reporting; and

Requirements

Infrastructure Financing and Securitisation

Manager (Infrastructure Investment)

HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) since 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following openings in our IFS Division.

 

Job Descriptions

The incumbent will:

 

  • Assist in all aspects of the execution of infrastructure financing transactions;
  • Assist to ensure adherence to the control, reporting, compliance and regulatory regime, and all the relevant policies and framework within the HKMC;
  • Work closely with the risk management team and provide the necessary support in the former’s ongoing monitoring and management of transactions in the portfolio;
  • Coordinate and work with various internal departments related to execution of transactions and help to ensure effective inter-departmental collaboration; and
  • Provide general support to the team on all the ad hoc tasks, including, but not limited to, marketing pitches, administrative work, internal papers, detailed research.

 

Requirements
  • Degree holder, preferably in finance-related disciplines;
  • Approximately 3 years’ experience in infrastructure financing and related areas, with preference given to direct experience in project finance;
  • Strong analytical and numerical skills; attention to detail; in-depth project finance modelling experience is preferred; ability to work accurately and efficiently under pressure;
  • Proficient in MS Word and Excel applications;
  • Previous experience in credit, risk management, market and legal aspects of project finance and sector knowledge an advantage;
  • Excellent communication and presentation capabilities;
  • Strong team player with excellent stakeholder engagement skills;
  • Proficient in MS Word and Excel applications; and
  • High proficiency in English and Chinese. Fluent Putonghua or other languages an advantage.

Senior Manager (Customer Engagement)

Job Descriptions
  • To assist the promotion of HKMC products including ‘HKMC Retire 3’ and take care of customer accounts;
  • To support the formulation and implementation of sales strategies and monitor business performance;

Requirements

Risk Management Department

Assistant Manager (Counterparty Risk and Middle Office)

We are looking for high-calibre individuals to fill the following position in Risk Management Department.

 

Job Descriptions
  • To assist with credit risk management of counterparties (including banks, insurers, large corporate, infrastructure finance and sovereigns etc.);
  • To conduct financial review and internal rating assessment on counterparties;

Assistant Manager (Credit and Portfolio Risk)

We are looking for high-calibre individuals to join the Risk Management Department for serving the HKMC Group.

 

Job Descriptions
  • Contribute to all aspects of credit and portfolio risk management efforts, including but not limited to portfolio risk reporting and monitoring, collateral value validation, stress testing, scorecard development and review, loan level due diligence review, macro environment research, risk related projects etc;
  • Ownership in timely and accurate reporting of regular and ad hoc risk MIS on loans and insurance portfolios in an end-to-end sense from data availability, timeliness and accuracy, to compilation logic and tools, and report quality assurance;
  • Design, develop, test and implement new risk analytics tools / EUCs with due considerations on control and security;
  • Produce bespoke analytics for other risk areas / product lines on demand (e.g. SME credit, reverse mortgage, market risk etc);
  • Assist in the formulation of new risk management policy for new initiatives and ongoing review of existing policies; and
  • Identify opportunities for process streamlining and automation, and participate in system development and testing.

 

Requirements
  • An undergraduate or post-graduate degree in Statistics, Risk Management, Science, Engineering, Computing, Finance, Business Administration or related discipline;
  • Two to five years of experience in data analytics / risk management in financial services industry or public sector;
  • Well versed in key credit, market, insurance and operational risks faced by lending institutions and insurance companies;
  • Proficient in SAS, VBA; knowledge in Python, R or other programming language a plus; Hands-on experience in data modelling and knowledge in machine learning techniques; and
  • Strong analytical, influencing and project management skills, with an eagerness to learn, improve and see things through the end.

Deputy Manager (SME Financing Guarantee Scheme – Guarantee Administration)

Job Descriptions

 

  • To oversee a team handling post-approval guarantee and/or loan administration under various loan and guarantee schemes, including processing and verification of reports and statements submitted by participating lenders, reconciliation of fund flows with counterparts, etc.;

Job Descriptions
  • To handle claim requests under the SME Financing Guarantee Scheme, perform due diligence and reconciliation of claim amounts;
  • To monitor debt recovery actions carried out by lenders;
  • To provide administrative support to the SFGS operations;
  • To provide support for ad hoc assignments or projects (e.g process review, system enhancements); and

Requirements

Senior Associate (SME Financing Guarantee Scheme – Guarantee Administration)

We are looking for high-calibre individuals to assist in the operations of the SME Financing Guarantee Scheme and the Personal Loan Guarantee Scheme (collectively the Schemes). The Schemes are operated by HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited.

 

Job Descriptions
  • To provide support on post-approval guarantee and/or loan administration under various loan and guarantee schemes, including processing and verification of reports and statements submitted by participating lenders, handling of daily remittances, reconciliation of fund flows with counterparts, etc.;
  • To support preparation of MIS reports and document management services;
  • To support ad hoc projects; and
  • The employment will be on a contract basis subject to renewal.

 

Requirements
  • Bachelor’s degree in Finance, Accounting, Business Administration or related discipline;
  • With a minimum of 2 years' solid experience in SME lending, personal lending, and / or loan administration with reputable Authorized Institutions;
  • Attention to details, high degree of accuracy, able to work independently, under pressure and meet tight deadlines;
  • Self-motivated, proactive working attitude, eager to learn and willing to take up new responsibilities;
  • Excellent command of written and spoken English and Chinese; and
  • Proficient in computer operation including MS Word and MS Excel, knowledge in MS Access is an added advantage.
