Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.
The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Infrastructure Financing and Securitisation
Principal Investment Officer (Risk Management) - IFS
HKMC commenced its business in the area of Infrastructure Financing and Securitisation (IFS) in 2019. To support the growing business, we are now inviting high-calibre individuals to consider the following opening in our IFS Division.
Job Descriptions
- Assist Head of Infrastructure Risk to drive the development, implementation and continuous improvement of the risk management framework in commensuration with the market positioning, business targets, and the scale and pace of business participation contemplated by the HKMC;
- Take charge in evaluating credit proposals, conducting due diligence and providing inputs and advice to the investment team and senior management, as an integral part of the deal investment process;
- Undertake responsibilities over the loan portfolio including, among others, periodic monitoring and reporting, early actions on credit deterioration, and stress tests;
- Organise and assist in investment committee meetings and processes;
- Lead or conduct ad hoc research or studies relevant to the development of the business portfolio from a risk governance perspective;
- Coach junior members of the team;
- Support securitisation of infrastructure assets; and
- Support new product innovation.
Requirements
- Degree holder preferably in Risk Management, Business Administration, Finance, Accounting, International Business or Investment;
- A minimum of 12 years’ work experience in renowned institutional banks, institutional investors or advisory firms primarily in infrastructure financing, advisory or investment with team leadership responsibility. Experience and knowledge in securitisation would be an advantage;
- Strong commercial acumen, and excellent communication and presentation capabilities;
- Strong analytical and excellent stakeholder engagement skills; and
- Ability in handling complex transaction structure, financial model and documentation.

Manager (Loan Guarantee Schemes – Claim Due Diligence and Special Assets Management)
We are looking for high-calibre individuals who want to be part of the Claim Due Diligence and Special Assets Management Team for the SME loan portfolios administered by HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited.
Job Descriptions
- Conduct due diligence review on default claims received under the commercial and SME loan portfolios;
- Monitor the quality of special assets management and debt recovery actions, including pursuing legal remedies against defaulted borrowers and personal guarantors, carried out by participating lending institutions;
- Work independently in coordinating and facilitating debt workouts, and assessing debt workout or repayment proposals for completion in a timely and efficient manner;
- Provide supervisory support for team operations, augment team capabilities and improve the quality, efficiency, and precision of team operations by leveraging technologies from time to time;
- Maintain effective communication with both internal and external stakeholders and provide support for matters in relation to the administration of various loan guarantee schemes;
- Undertake ad hoc assignments or projects from time to time; and
- The employment will be on a 2-year contract term, subject to renewal.
Requirements
- Bachelor’s degree or above in Accounting, Economics, Finance, Business Administration or related disciplines;
- A minimum of 6 years’ working experience in special assets management of commercial lending or corporate restructuring / insolvency at any international accounting firm;
- Strong analytical and leadership skills, self-motivated, positive work attitude, detail-minded, organised, good at teamwork and excellent communication and presentation skills;
- Excellent command of spoken and written English and Chinese; and
- Proficient in Microsoft Office, including proficiency in Excel with capabilities to navigate the software, apply advanced formulas, perform data analysis, pivot table creation and manipulation, and conditional formatting, is a must.
Candidates with less experience will be considered for the position of Deputy Manager.
