Established in March 1997, The Hong Kong Mortgage Corporation Limited (HKMC) is wholly owned by the Hong Kong Special Administrative Region (HKSAR) Government through the Exchange Fund. The missions of the HKMC are to promote stability of the banking sector, wider home ownership, development of the local debt market and development of the retirement planning market.

 

The HKMC, its subsidiaries and subsidiary undertakings (the HKMC Group) engage in asset purchase and servicing, general insurance (including mainly mortgage insurance, reverse mortgage and SME financing guarantee businesses) and life insurance businesses in Hong Kong, and operate in the market on the basis of prudent commercial principles. Administration and Human Resources Department

Assistant Vice President (Administration and Human Resources)

We are looking for high-calibre individuals to join the Administration and Human Resources Department for serving the HKMC Group.

 

Job Descriptions
  • To oversee human resources and office administration functions including recruitment, compensation and benefits, performance management, procurement and employee relations;
  • To implement strategic HR initiatives and formulate respective policies and procedures related to human resources functions;
  • To prepare annual office administration budget and staff budget, headcount planning; and
  • To assist in ad hoc corporate projects and assignments from time to time.

 

 

Requirements
  • Degree holder in Business Administration or Human Resources Management;

Financial Control Department

Senior Manager (Financial Control)

We are looking for high-calibre individuals to join the Financial Control Department for serving the HKMC Group.

 

Job Descriptions
  • To support accounting and reporting for treasury related transactions;
  • To compile capital reporting for the Corporation and its subsidiaries in accordance with Basel requirements and the Insurance Ordinance;
  • To perform financial planning and impact analysis in view of new business initiatives as well as regulatory and accounting changes; and
  • To provide assistance for other ad hoc tasks (e.g. annual report preparation) as assigned.

 

Requirements
  • Degree holder in Accounting, Finance or a related discipline with a recognised professional qualification;
  • A minimum of 8 years’ relevant experience in banking/insurance industry is an advantage;
  • Solid knowledge in banking/insurance business, latest accounting standards and regulatory developments;
  • Good analytical, interpersonal and communication skills;

Information Technology Department

Deputy Manager (IT)

We are looking for high-calibre individuals to join the Information Technology Department for serving the HKMC Group.

 

Job Descriptions
  • To engage in roles of system design, development, implementation and support of business application systems of the Corporation;
  • To assist the manager in seeking out system solutions, designing systems to implement user requirements, analyzing system problems, designing and assuring standards met, programming on relatively complex business logics, testing, preparing documentations and migrations;
  • To work closely with business users and analyzing user needs, and to assist other developers in the team; and
  • Occasionally to perform system support after office hours.

 

Requirements
  • Degree in IT-related disciplines;
  • A minimum of 7 years of relevant system development experience;
  • Experience in the development, implementation and support of application systems, preferably in the banking, finance and insurance industries;
  • Sound technical knowledge of the following technologies:
    • Oracle DBMS, PL/SQL;
    • Java / Java EE;

Legal Office

Senior Manager (Compliance)

Since 2019, in addition to the above business activities, the HKMC also engages in infrastructure financing business with a view to securitisation in Hong Kong. We are looking for a high-calibre individual to join the compliance team under the Legal Office to serve the HKMC Group.

 

Job Descriptions
  • To assist in managing the implementation of the compliance programme (including compliance risk identification and monitoring, compliance audit, compliance training and testing, compliance reporting and other compliance-related matters) across the business lines of the HKMC Group of companies including the infrastructure financing and securitisation business;
  • To assist in carrying out the compliance screening, due diligence and clearance of infrastructure financing projects;
  • To assist in providing compliance support and advice to the Infrastructure Financing and Securitisation Division;
  • To maintain a robust compliance framework in compliance with regulatory and internal compliance requirements, including policies and procedures, control and monitoring measures, customer data and privacy;
  • To assist in using subscribed databases in conducting anti-money laundering/ counter-terrorist/sanctions screening;
  • To perform research and provide compliance and regulatory advice and support;

Requirements
  • Diploma in compliance, degree in law or accounting preferred;
  • A minimum of 7 years’ relevant experience gained in major financial institutions (in particular, insurance companies), major corporations, law firms, accounting firms or in-house legal or compliance department of major organisations;
  • Attention to detail, transaction management ability, a high degree of accuracy and ability to work independently;
  • Excellent communication skills and good knowledge of MS Office (including Chinese word-processing); and

Job Descriptions

Requirements

Assistant Manager (Counterparty Risk and Middle Office)

Job Descriptions
  • To assist with credit risk management of counterparties (including banks, insurers, large corporate, infrastructure finance and sovereigns etc.)

Manager (SME Financing Guarantee Scheme – Guarantee Administration)

We are looking for high-calibre individuals to assist in the operations of the SME Financing Guarantee Scheme and the Personal Loan Guarantee Scheme (collectively the Schemes). The Schemes are operated by HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited.

 

Job Descriptions
  • To oversee a team handling post-approval guarantee and/or loan administration under various loan and guarantee schemes, including processing and verification of reports and statements submitted by participating lenders, reconciliation of fund flows with counterparts, etc.;
  • To coordinate preparation of MIS reports and document management services;
  • To conduct workflow review and prepare user requirements for enhancements on systems and MIS reports to support development of new products under the schemes; and
  • The employment will be on a contract basis subject to renewal.

 

 

Requirements
  • Bachelor's degree in Finance, Accounting, Business Administration, Project Management or related discipline;
  • With a minimum of 7 years' solid experience in SME lending, personal lending, loan administration and/or business analysis with reputable Authorized Institutions, experience in project management an added advantage;
  • Attention to details, high degree of accuracy, able to work independently, under pressure and meet tight deadlines;
  • Self-motivated, proactive working attitude, eager to learn and willing to take up new responsibilities;
  • Excellent command of written and spoken English and Chinese; and
  • Proficient in computer operation including MS Word and MS Excel, knowledge in MS Access is an added advantage.

 

Candidates with less experience will be considered for the position of Deputy Manager.

  • To provide support on post-approval guarantee and/or loan administration under various loan and guarantee schemes, including processing and verification of reports and statements submitted by participating lenders, handling of daily remittances, reconciliation of fund flows with counterparts, etc.;
  • To support preparation of MIS reports and document management services;
  • To support ad hoc projects; and
  • The employment will be on a contract basis subject to renewal.

 

Requirements
  • Bachelor’s degree in Finance, Accounting, Business Administration or related discipline;
  • With a minimum of 2 years' solid experience in SME lending, personal lending, and / or loan administration with reputable Authorized Institutions;
